6일 도의회에서 이철우 경북도지사, 임종식 도교육감, 고우현 도의회 의장, 조현일 교육위원장,남진복 농수산위원장이 참석한 가운데 초․중․고 무상급식 전면 실시 협약을 체결하고 내년부터 무상급식을 전면 실시할 것을 이 같이 확정했다.
이에 따라 경북 도내 초․중․고와 특수학교 학생 26만8백여 명에게 무상급식이 이루어지게 됐다.
道는 당초 올해 고등학교 3학년을 대상으로 무상급식을 시작해 내년에는 고등학교 2학년까지, 2022년에는 전 학년으로 무상급식을 단계적으로 확대해 나갈 계획이었으나, 학부모 부담 경감 및 교육복지 증진을 위해 코로나19에 따른 예산부족 등 어려운 시기임에도 불구하고 조기 실시하기로 결정했다.
이번 무상급식 확대실시는 민선7기 이철우 도지사의 공약사항인 ‘초․중․고 무상급식 확대’를 조기에 이행하는 교육복지에 대한 이철우 도지사의 강력한 의지를 보여주고 있다.
또 내년부터는 무상급식 확대와 함께 급식지원체계를 개선해 당초 무상급식비에 포함되어 있던 식품비, 인건비, 운영비를 분리해 식품비는 도․시군․교육청이 분담하고, 인건비와 운영비는 교육청이 전액 부담하기로 했다.
이를 통해 동급학교임에도 학교규모(학생수)에 따른 식품비 비중 차이로 발생하던 학교급식의 품질차이 문제를 해결할 수 있어 학교급식 만족도를 향상 시킬 수 있을 것으로 기대된다.
고우현 경북도의회 의장은 “코로나 19의 영향으로 인해 지역경기가 침체되고 도민 모두가 어려운 상황에서 고등학교 전면 무상급식 실시로 학부모의 교육비 부담을 조금이나마 덜어 드릴 수 있게 되어 다행이다. 앞으로 교육복지 실현을 위해 도의회 차원에서 학생과 학부모가 만족하는 안전하고 신뢰받는 급식이 제공될 수 있도록 지속적으로 협조 하여 우리 학생들이 더 나은 교육환경에서 자라날 수 있도록 노력하겠다”고 말했다
임종식 경북도교육감은 “코로나19로 파생된 경제적 위기 속에서 학부모의 급식비 부담 경감과 교육복지 실현을 위해 마음을 모아주신 이철우 도지사님과 고우현 도의회 의장님께 감사드린다”고 말했다.
이철우 경북도지사는 “코로나19로 도 재정이 어려운 상황이자만 학부모 부담을 덜어드리기 위해 무상급식 전면 실시를 앞당겼다”며, “안전하고 건강한 먹거리를 제공해 학생과 학부모가 만족하는 최고의 학교급식이 되도록 최선을 다해 달라”고 당부했다.
